The Caldwell Labor Camp was built in 1939 as one of more than 90 such planned communities created through the New Deal program in order to facilitate the movement of displaced Midwestern farmers to agricultural centers throughout the West. The Caldwell Housing Authority was created in 1946 to provide affordable housing for underserved populations, and they took over management of the camp from the Department of Agriculture in 1952. Later rechristened Farmway Village, the camp has been a vital source of low-income housing throughout its entire history. The site is notable for being one of the oldest such communities in Idaho, and the building in question is the oldest known example of labor housing in the state.

In 2021, plans were put in place to relocate the building to its original location to serve as a museum and interpretive site chronicling the rich history and profound impact of migrant laborers in Canyon County.
